Michigan Lightning District Championship
July 28th - 30th , 2017 hosted by the Higgins Lake Boat Club
Treasure Island, Higgins Lake Michigan

1. Rules:
The organizing authority for the Michigan Lightning District Championship is the International Lightning Class Association (ILCA). This regatta will be conducted under the Racing Rules of Sailing (RRS) for 2017-2020 as modified by the ILCA Rules including the Rules Governing All Lightning Class District Championships (ILCA District Championship Rules), and the Notice of Race (NOR) including any amendments to the NOR except any of those as altered by the Sailing Instructions (SI’s). This changes RRS 63.7. The use of hand-held VHF radios while racing will be permitted, but only for emergencies and for receiving communication from the Race Committee, e.g. OCS or a violation of RRS 30.1.
2. Eligibility:
This regatta is open to all boats of the International Lightning Class Association;
a. with an approved Measurement Certificate on file in the ILCA Office,
b. certified eligible by the Measurement Committee, and
c. displaying valid membership and mast decals.
In addition, the Skipper (Helmsman) must be a Life, Active, or Associate Member who meets the requirements as defined in the ILCA Constitution. Crew must be Active, Life, Crew, or Associate Members of the ILCA and shall be designated distinctly as Crew. ILCA dues will be collected during registration from competitors that are not currently members of the ILCA at the beginning of the event. Boats from outside the Michigan District can compete for Regatta Awards, but they are not eligible for the Michigan District Championship Award.

3. Entry Fee:
The $95 entry fee includes skipper and crew lunches on Saturday and Sunday, breakfast on Sunday, and refreshments after racing on Saturday. We can only accept cash or personal checks.

4. Registration:
Saturday, July 29th: 9:00 - 11:30 am. Also, please sign up on the ILCA website (‘Who’s Coming’) to help the Higgins Lake Boat Club (HLBC) with planning.

5. About the HLBC:
Come join us sailing on the pristine waters of Higgins Lake in beautiful Northern Michigan! Our clubhouse is located on Treasure Island in the north end of Higgins Lake. It includes a kitchen, fireplace, restrooms, and an outdoor shower. Our location is truly a paradise because; being on an island, there is no retail activity or vehicular traffic of any kind. There is also no bridge the island, so the HLBC will provide a shuttle taxi service from Old Point Comfort to the clubhouse. Our water is clear, our beach is long and sandy, and our anchorage is generally protected in the lee of the island. The HLBC is a great sailing venue for kids of all ages! We will
provide transportation to and from Old Point Comfort at the times listed in the following schedule, and following each day’s events.

The launch facility we use is a public road-end with only one ramp located at Old Point Comfort. And of course, we can’t prohibit other boaters from using it. Overhead power lines restrict the public road-end space for setting up boats to about three at a time. So teams are encouraged to arrive Friday night. And we might use an additional road-end ramp at the end of Townline Road, just over a half mile to the west. Should we need to do that, an HLBC member will be on hand to guide you there. Trailers should be parked at Old Point Comfort Marine. Cars should be parked on public roads where allowed. Parking is not allowed inside the Treasure Island Association parking lot, and please do not block residents’ driveways or otherwise park illegally.

Boats will be moored at the club each night on a mooring line. So be sure to bring proper ground tackle, and anchor(s), etc. Limited camping will be available on the HLBC property, but not inside the clubhouse. Dogs are not allowed. Campsites are $10 per night. Please call ahead to reserve a spot.
